Mohammed has diverse experience in local water management, design, operation, research and teaching, spanning many decades. He has owned an engineering firm, Hasan Consultants, in Ventura since 1984, which he started after working as Utilities Superintendent for the City of Oxnard.

A licensed professional engineer and Registered Environmental Assessor and a fellow of the American Society of Civil Engineers. He received two masters degrees from the University of Iowa and is recognized as an authority on water; was chief of utilities for the City of Oxnard.
